On this day August 19, 2015 The nations of the Holy Danikan Commonwealth have found it nessesary to formalize their government. The following is the basis for the commonwealths agreed upon Government.

Article I – Membership

§1 – Any nation applying for membership will have be acknowledged by a the Commonwealth Reichsrat.

§2 – Nations applying for membership must not be indebted or in any ongoing conflict with a membership nation. If the applying nation is in an ongoing conflict, they will be forced to cease hostilities before joining the Commonwealth, as to prevent the Commonwealth from entering any conflicts. This Section may be overruled by unanimous vote of the Commonwealth Lords.

§3 – Any nation, state, city-state or settlement with full member status will never be forced to change their national or local form of governance.

§4 – Membership into the Commonwealth shall depend upon the unanimous vote of the council of all Commonwealth states, known as the Reichsrat. Voting Shall take place at the Reichsrat in Novobydlograd or in a medium conducive to all member states.

§5 – The breakup of a member state does not grant automatic membership to successor states. Each state will be considered Commonwealth mandates and shall require reapplication to achieve voting status. Any territories outside of membership, but within the control of the Kaiser shall be made Commonwealth Mandates.

Article II – Bounds of the Commonwealth

§1 – The Formal boundary of the Commonwealth Shall not rely on state boundaries, but upon a set of lands agreed upon by the member states.

§2 – Member States are responsible for the defense of regions within the lands mentioned prior. Expansion outside of the Commonwealth core territory is at the risk of a member state.

§3 – The bounds of the Commonwealth Core shall be expanded by unanimous vote by the Reichsrat.

Article III – The Commonwealth Leadership

§1 – The Holy Danikan Commonwealth shall elect a Kaiser monthly to lead the reichsrat in its decisions, act as a representative abroad and appoint heads of the Commonwealth offices with the approval of the Reichsrat.

§2 – The Commonwealth Council will consist of one representative from each nation. The default representative will be the head of state of the respected nation. Each nation can, however, appoint or elect their own representative.

§3 – Each Nation shall have a single vote in the Reichsrat. Voting shall take place in a formal environment allowing for the right to discussion beforehand. Whence voting takes place it shall take the form of [Member state] votes [Aye/nay] for the purpose of easy record keeping. All actions of the Confederacy can be preceded by civilized discussion, records of every vote must be kept in a library located within the borders of the Commonwealth.

§4 – If a member state fails to provide attendance to a meeting, the Reichsrat must wait 3 days to pass any action. If said nation is not available in those 3 days their vote is abstained and the council may pass legislation without their consent. This Section is nullified if more than two-thirds of the Federal Council is absent, then no council may convene or pass legislation.

§5 – Nations with no official leader or representative will not be able to vote in the Council. Only if the nation features a de facto leader will they be able to participate in the affairs of the Commonwealth. Thus any member in a state of anarchy shall be considered a Commonwealth mandate.

§6 – The Reichsrat reserves the right to establish Commonwealth Offices as it sees fit through normal legislation.

§7 – The Reichsrat may never be dissolved, neither by internal (Kaiser or member states, ect..) or external pressures (Threats, ect..).

§8 – A Commonwealth Court may be established upon the needs of the reichsrat by a two thirds vote. The court shall consist of three heads of state from the Commonwealth.

Article IV – Laws, Regulations and Amendments

§1 – The Constitution cannot be changed by anything other than unanimous vote of all parties applicable.

§2 – Any other laws will be subject to vote by the Council. A vote of two thirds shall be enough to establish laws concerning Defense, interstate commerce or any other general good of the Commonwealth .

§3 – Laws and amendments shall be presented in the common tongue of the Commonwealth; English.

§4 – This constitution is the supreme law of the Commonwealth.

§5 – All laws are subject to judicial review under the constitution.

Article V – War

§1 – The Commonwealth States may be requested to send troops from the Commonwealth War office to member-nations in peril. However the Commonwealth does not hold any obligations to this service outside of the Commonwealth Core.

§3 – The Commonwealth will not risk itself and it's governing forces by sending relief troops into pointless wars.

§5 – The Commonwealth Army shall not be called upon in wars of aggression by its member states.

§6 – The Commonwealth will take steps towards solving any crisis diplomatically.

Article VI – Dissolution the Holy Danikan Commonwealth

§1 – The Confederacy can not be dissolved by anything except for unanimous vote.

§2 – The Commonwealth will not dissolve itself if two member states remains as it is still technically in existence. The only way that Commonwealth may be dissolved is if all member states leave, those left will still be known as Commonwealth even if it only be one settlement.

Article VII – Wealth and the Confederate Offices

§1 – Each member-nation may volunteer to contribute resources for building of the Commonwealth Governing offices.

§2 – No member state or citizen is obligated to contribute to the treasury of the Commonwealth

§3 – There shall be no Commonwealth Capital, the Offices and gorening buildings shall be distributed as seen fit by the Commonwealth Lords.
