Possibility of new Tekkit server?

Oldfriends are thinking of a new server using the Tekkit pack mods. This page is to gauge interest and brainstorm ideas.

Formation

We'd work together to build New Berndtown, a New World spawn city that would inheret none of the 1.7-1.2 politics. We would have an industrial sector, a residential sector, and a government sector.

Industrial Sector This area would house quarries, oil refineries, warehouses, facoties, and all of the new tekkit goodness. Would probably be ugly, but it would be seperate from the Residential Sector.
Residential Sector A cozy place for the inhabitants of New Berndtown to live. Light commercial zoning would be allowed (trading markets, kebab shops).
Government Sector A large courthouse and senatorial hall would be constructed to house the server's geopolitical heart. It will serve as the governing body of New Berndtown as well as the highest court and legislating body of the entire server, should it expand.

Government

Preliminary ideas for government are based off of the political structure of the Kurwan Empire.
A two-tiered council system would be used to govern the server:

The High Council would consist of Oldfriends who pioneered the server's formation and contributed financially and physically to the foundation of the server and of New Berndtown. The High Council should ideally not consist of more than 5 people.
The Low Council would consist of Oldfriends who were invited to participate in the server but were not chosen to be on the High Council due to lack of availability or maybe financial contribution. If/when the server expands, national leaders or those who contribute financially to the server could be promoted to the Low Council by a High Council vote.

The Council Collective would vote on matters pertinant to the City of New Berndtown or to the Server as a whole with simple majorities deciding. Any High Councilman, however, could call for a veto (which would require a simple majority of the High Council to overturn any decision made by the Council Collective). In this way would the city and server be run.

Future of the Server

If the need arises for us to faction off (we start hating eachother, more people join the new server) we would then discuss the possibility of creating new nations and balkanizing. New Berndtown would remain forever neutral territory, but other landmasses could be claimed by new towns under conditions set forth at the time of the Great Change by the Council Collective. New Berndtown could possibly have quarters in the residential sector, but they would be simply aesthetic/fun and would not have any political powers or bearing on the server.
