1) Can we call it senate instead of council since thats basically what it is and having two councils will be confusing?

2) What's the point of the senate/council? What does it actually do? The Kurwan City Council has power over all of kurwa's dominions so whats the point of this? Like a global house of advisors basically? It doesn't have any power that could supersede the Kurwan Gov does it? Explain yourself.

1) Kurwa Empire and Kurwa City State are different bodies, first has Empire Status, second one is regular country. While Kurwa Empire is ruled by Imperial Council, Kurwa City state and all it's dominions is ruled by City Council, and whole Empire is ruled by Imperial Council. Note, that not all territories of Empire are territories of City states, like: Astonia or Frostbite/Oymyakon.

2) Since Kurwa City Council members are also Imperial Councilmen, it may be confusing for some people.

3) Since Kurwa stopped growing, I think there is no need for advisors. I request reorganizing Kurwa City government.

4) Also, to make it clear, I'd like to change the status of provinces from “commonwealth”, which refer to disgusting English Empire to other titles like “duchy” or “reichstadt” et cetera ( there is really lot of possibilities ) to provide more variety and feudal taste. Also, it will be easier to show the freedom of being in Empire, so that it will be easier to convince more players into joining us, hopefully.
