KOVIO NOTE: THIS BILL IS NOW MOOT. THE TORA LEADERSHIP HAS COME ONLINE, AND HAVE DECIDED TO JOIN THE KATTEN KHANATE. THEY ARE NOW AN AUTONOMOUS PART OF THE KHANATE.

The people of Tora have spoken, the KK and Tora are working together to build up Tora. Tora is becoming active again, therefore this bill has no purpose. -kovio

Regarding the Noble Republic of Tora, the National Delegate of The Empire of Newest Badfacia, Ghost Boner (a.k.a. Taco Town) proposes that: after its abandonmet, in order to protect N.R. Tora against decay, it shall be placed under the protection of either:
